But this year’s Girls’ Attitudes Survey shows too many are afraid - afraid to go out after dark, to use public transport, or to be themselves online. In fact, 68% of girls have changed their behaviour to avoid sexual harassment in the last year.

Dear prime minister,
We’re writing to urge you to do more to keep girls and young women safe from misogyny. We’re a coalition of Girlguiding members, supporters, and people who care passionately about protecting girls.
Girls are brilliant — bold, fierce, and determined to change the world. They believe in the power of sisterhood and are ambitious about what they can achieve. They know the barriers they face and are determined to overcome them.
But this year’s Girls’ Attitudes Survey shows too many are afraid — afraid to go out after dark, to use public transport, or to be themselves online. 68% of girls have altered their behaviour to avoid sexual harassment in the last year. Our country is letting girls down. They deserve better.
We back your ambitious pledge to halve violence against women and girls, and we stand shoulder to shoulder with our sisters across the country defending frontline domestic abuse services. But the sad truth is this: the rise of misogyny is creating a conveyor belt for yet another generation to suffer — through violence, hateful language, and tired gender stereotypes.
We’re asking you to:
- Sign Girlguiding’s ‘commitment to girls’: show there’s no place for misogyny in the UK and lead by example by hearing from girls directly about their experiences.
- Work with your colleagues across every level of government to listen to girls about the issues they face, and encourage every local authority and school to have a plan to tackle misogyny.
- Bring together politicians in charge of public transport and urge them to listen to girls and act to make train stations, bus stops and services safer.
- Introduce a rating system for social media companies, based on how well they protect young people from harmful (not just illegal) content, so girls and parents have the tools to know which platforms are right for them.
Any change has to start with listening as a bare minimum. We know that you care deeply about this issue, and have talked about wanting your daughter to be safe. Girls need more than words, they need action. In a country where 70% of girls say politicians aren't doing enough to tackle misogyny, we're urging you to act now, show girls that their voices are being heard, and use your power to bring about change at every level of government. What girls are saying
Our 2025 Girls’ Attitudes Survey reveals just how far girls have to go to stay safe in a world where they face misogyny, abuse and harassment – when they’re out, at school and online.
- 68% of girls and young women aged 11-21 have changed their behaviour to avoid sexual harassment.
- 1 in 10 girls aged 11-16 (10%) have missed school to avoid sexual harassment.
- More than half of girls and young women aged 11-21 don't feel safe on public transport and 48% say they avoid going out when it's dark to keep themselves safe.
- More than 2 in 3 supported another girl who may have experienced sexism and misogyny.
